What makes a street complete?

Complete streets are a network of infrastructure - including a blend of roadways, trails, bike lanes and sidewalks - that create comfortable, efficient connections for drivers, pedestrians, bicyclists and transit users. These enhancements should fit the community's unique needs and consider all potential users.

In summer of 2018, the City of Lenexa began working with a team of consultants from Olsson Associates to prepare a complete streets study that will help to guide future transportation infrastructure improvements.

The study will take into consideration the needs of potential users, surrounding neighborhoods, connectivity to existing trails and sidewalk/bicycle facilities, activity centers (like schools, parks and libraries), impact on surrounding properties and cost.

Project progress

In the Fall of 2018, a kick-off open house was held to engage the public in the Complete Streets process. The steering committee has been meeting on a regular basis to further the planning process. The Advisory Committee and City Council also took bus tours of Lenexa to look at specific intersections of interest to generate input about opportunities and issues. Focus groups are being held to gather input from a diverse cross section of Lenexa citizens.        

Community survey

A community survey will be distributed in January of 2019 that will provide the most statistically and scientifically valid assessment of what the public would like to see developed within the Lenexa Complete Streets Policy plan. ETC Institute will administer the survey, which is being delayed until the holiday season is complete to increase responses.  

The community survey will be administered to a random sample of residents by a combination of mail, Internet and phone.  Residents who receive a mailed survey will have the option to return a printed survey by mail or complete the survey online with the link provided in a cover letter. It is anticipated that a sample of 600 completed surveys will provide results with a margin of error of +/- 4% at a 95% confidence level that are statistically valid city-wide. The survey results are anticipated in mid-February.

Once this process is complete, the City will hold additional focus group interviews and a final public open house to unveil the preliminary draft policy, which will be announced through the project page on the City of Lenexa website and through social and traditional media.
