Owners Information Certificate

The Owners Information Certificate (OIC) document is one of two documents required for all new Storage {S), Mercantile (M), Hazardous (H) and Factory (F) facilities. It is also required for all existing Storage {S), Mercantile (M), Hazardous (H) and Factory (F) facilities undergoing a change of use or a change of commodities being used within a building.

This document shall be provided to the sprinkler system designer by the owner of the building or their authorized agent prior to commodities being moved into a building to determine potential storage limitations, storage configurations and/or the need and design criteria for a sprinkler system. The sprinkler design professional will need to provide written confirmation (second document) that the density/spacing of the existing/designed water based fire protection system are adequate for the proposed usage, commodities, and storage. If the building does not have a sprinkler system the design professional will need to provide written confirmation of the storage limitations and storage configurations based on not having a sprinkler system in the building. For new sprinkler systems and modification to existing sprinkler systems, this document is also required as a part of a submittal for sprinkler system plan approval.

For an existing building without a sprinkler system this document will help the sprinkler system designer determine storage limitation for a non-sprinklered Storage {S), Mercantile (M), Hazardous (H) and Factory (F) facilities. Note regarding speculative buildings or spaces: The design and installation of fire sprinkler systems is dependent on an accurate description of the likely use of the building. Without specific information, assumptions will need to be made that will limit the actual use of the building. Make sure you communicate any and all use considerations to the fire sprinkler designer in this form and that you abide by all limitations regarding the use of the building based on the limitations of the fire sprinkler system that is eventually designed and installed.

If hazardous materials will be stored or used within the building, a Hazardous Materials Inventory Summary (HMIS) must be completed by the owners representative and reviewed by the sprinkler design professional as well.
